In accordance with California Government Code Sections 53234 through 53235.2, local agency officials—including City Council members, commissioners, designated employees, and department heads—are required to complete at least two hours of ethics training every two years.

The City of Los Angeles maintains records indicating the dates of training completion and the entities that provided the training for at least five years. These records are public records available upon request pursuant to the California Public Records Act (Gov. Code § 7920.000 et seq.).

Because the City of Los Angeles does not maintain a centralized CPRA clearinghouse, training records are held directly by the individual department, board, or office where the official serves or is employed. CPRA requests must be submitted directly to the appropriate department holding the records.

How to Direct Your Request

To ensure your request reaches the proper custodian of records, determine the official's appointing authority or department:

  • Elected Officials (Mayor, City Council, City Attorney, Controller) & Council Staff: Submit your request to the Office of the City Clerk or the individual Council District office.
  • Appointed Board Members & Commissioners: Submit your request to the department that staffs that specific board or commission (e.g., the Department of City Planning for Planning Commissioners, or the Los Angeles Police
    Department for Police Commissioners).
  • General Managers, Department Heads & Designated Employees: Submit your request directly to the employing City department or bureau (e.g., Los Angeles Fire Department, Bureau of Sanitation, Personnel Department).
  • Proprietary Departments (LADWP, Port of Los Angeles, LAWA): Submit requests directly to the independent department's records coordinator.

Submission Methods

Members of the public may request copies of ethics training certificates and compliance records using any of the following methods:

  1. Online Public Records Portal (Participating Departments):

Submit your request online through the City of Los Angeles Public Records Request Portal.
    1. Select the specific department from the dropdown menu.
    2. Note: If you are seeking records for officials across multiple departments, you must submit a separate request for each department. Requests submitted to the portal for non-participating departments will not be routed automatically.

  2. Direct Departmental Submission (Non-Portal & Proprietary Departments):

For departments not using the central portal (such as the Port of Los Angeles Public Records Unit or the Department of Water and Power), visit the specific department’s website or contact their designated Public Records Coordinator via email or written correspondence as listed in the City of Los Angeles Department Directory.

  3. Mail or In-Person Inquiries:

Written requests may be mailed or delivered directly to the Custodian of Records for the specific department.
