Regional Cyber Coalition

A Public Sector Cyber Security Alliance 

The Regional Cyber Coalition (RCC) is a collaborative effort between the City of Los Angeles, California Cyber Security Integration Center (Cal-CSIC), the Joint Regional Intelligence Center (JRIC), and public sector cyber defense leaders across the region.  

The mission of the RCC is to strengthen regional collective defense and resilience by improving coordination and threat intelligence sharing between cities, public sector lifeline infrastructure providers, and county, state, and federal partners. 

The vision of the RCC is to unify regional cyber defense and resiliency efforts, providing the public sector with valuable threat intelligence and resources to harden the region’s collective security posture and improve its readiness and response to serious cyber incidents.

How | The RCC employs a whole of government approach—connecting cities with neighboring cities and every level of government—to collectively address the complex threats we all face.  Building upon existing relationships across local, state, and federal government, the RCC provides member organizations with an established network of public sector partners, as well as the information and communication resources needed to share timely, actionable information and analysis. All RCC resources are designed for use by organizations at all levels of maturity. 

Why | The greater Los Angeles region and sister cities like Boston, Dallas, and Atlanta will face a heightened risk of cyber attacks on critical infrastructure due to worsening geopolitical conflicts and multiple upcoming major events (e.g. 2026 FIFA World Cup, 2028 Olympic and Paralympic Games).  Individually, local governments may have limited resources to manage cyber attacks.  However, by working together, we can better defend our organizations, maintain critical services, and protect the health and safety of our residents.

Capabilities | RCC capabilities are supported by federal, state, and local partnerships. RCC Partners share security information, resources, and services for the protection of our community, at no cost to members.

 

Threat Intelligence Sharing Platform (TISP)

The TISP will provide real-time automated cyber threat intelligence sharing with public sector partners across the six counties of the greater Los Angeles region, advancing the rapid dissemination of contextualized and actionable intelligence. It will also bridge the Los Angeles region to sister municipalities across the nation.  Key points: 

  • Bi-directional threat intelligence sharing between public sector partners
  • Tailored, actionable threat intelligence
  • High fidelity indicators up to TLP AMBER level
  • Over 40 integrated intelligence feeds  
  • Threat Intelligence Products (regular alerts and analytic bulletins and reports)
  • Communication Platform for time-sensitive information sharing and coordination 

How Members Benefit from the RCC 

  • Actionable threat intelligence via the RCC TISP (e.g. ATPs, Ransomware, Phishing, DDOS, Threat Information) specific to the region
  • Timely alerts, bulletins, and other analytic products 
  • Network of regional public sector contacts 
  • Communication platform

Eligible Member Organizations

Members of the RCC include public sector government organizations within the greater Los Angeles region, as well as sister cities in the United States that will host major global events, such as the FIFA 2026 World Cup or 2028 Olympic and Paralympic Games.  Eligible organizations include but are not limited to:  IT/cyber security, public sector lifeline critical infrastructure (e.g. water, power, transportation, healthcare, and public safety, including law enforcement, fire, and emergency management).
