HACLA: Expanding Affordable Housing in Los Angeles
Established in 1938, the Housing Authority of the City of Los Angeles (HACLA) is the largest provider of affordable housing in California, serving over 200,000 people. It operates three main programs: public housing, Section 8, and non-federal assisted housing, with a goal of keeping housing costs at or below 30% of a family’s income.
HACLA also works to expand affordable housing through new construction and rental subsidies that help bridge the affordability gap. In partnership with the City, it has helped 3,300 individuals move from homelessness into permanent housing. As President and CEO Lourdes Castro Ramírez emphasizes, housing stability is foundational to economic opportunity, community safety, education, health, and employment.
