How the Homeless Housing Recovery Program Is Changing Lives in Los Angeles
What does it take to help someone break the cycle of homelessness? The Homeless Housing Recovery Program (HHRP) addresses the needs of people experiencing homelessness, mental illness, and substance use disorders in the West San Fernando Valley by helping remove barriers to long-term stability.
HHRP is a collaborative partnership between Council District 3, Providence Hospital, and the Tarzana Treatment Center. Patient navigators in hospital emergency rooms identify individuals at critical moments, such as after an overdose or fall, and refer them to the program instead of discharging them back to the streets.
Participants receive ongoing support throughout their recovery, including case management, transportation to medical appointments, and assistance navigating essential services. Many also receive rent-free housing, allowing them to focus on recovery, employment, and saving for their next step.
Over the past five years, HHRP has helped 120 people transition into permanent, non-subsidized housing, including moving into their own apartments or homes, paying their own rent, or reunifying with family both within and outside California.
